Lottery & Enrollment
The Puzzle Pieces Learning Academy (PPLA PCS) is a nonsectarian, tuition-free public charter school open to all eligible students on a space-available basis. Enrollment is governed by COMAR regulations and the school's own policies, including Superintendent’s Rule 5150, which addresses Resident and Nonresident Student Eligibility.
If the number of applicants exceeds capacity, a lottery is used for all grades, with the exception of Pre-K seats, which are determined by an award number from the MSDE. PPLA PCS uses a weighted lottery system to give greater consideration to students who are eligible for Free or Reduced Price Meals, have disabilities, limited English proficiency, or are homeless, as permitted under Maryland law (Md. Educ. Art. § 9-102.2). The school does not discriminate based on race, color, national origin, or other protected characteristics.
- PPLA PCS will provide an electronic version of the student application for review and posting by October 1st on the website and closes January 15 of each year.
- PPLA PCS shall give public notice, of at least one month, of all application deadlines
- PPLA PCS will set the application and lottery window each year. Public notice can include, but is not limited to, posting to website notices, announcements in school or community association newsletters, postings on community bulletin boards, radio or television announcements, and notices in local newspapers.
- In cases where there are fewer spaces than eligible applicants, the charter school shall hold an enrollment lottery for all such applicants.
- PPLA PCS may exempt from the lottery students who meet specific criteria and students currently enrolled in the charter school.

Pre-K Criteria
To qualify for a pre-K program in Baltimore County Public Schools (BCPS), children must be four years old by September 1st of the school year they are enrolling. The primary criteria for eligibility are outlined in Code of Maryland Regulations (COMAR) 13A.06.02.04. This regulation stipulates that children must meet certain at-risk factors, which include eligibility for the Free or Reduced-Price Meals (FARMS) program, having a disability, or demonstrating a need for additional academic or social-emotional support. Pre-K programs are designed to provide early childhood education to children who would benefit most from a structured, high-quality learning environment before entering kindergarten.
For public charter schools, enrollment criteria are also guided by both COMAR regulations and Maryland charter law. While charter schools must adhere to the same age requirements and non-discrimination policies as traditional public schools, they often have additional enrollment procedures. For example, if a charter school receives more applicants than it has available pre-K seats, it is required to hold a lottery to determine which students are admitted. Additionally, some charter schools, like Puzzle Pieces Learning Academy, may have a weighted lottery system that gives greater consideration to at-risk students, in accordance with state charter law. This allows them to prioritize serving the community's most vulnerable students while remaining open to all eligible applicants on a space-available basis.
